The engineering and technical requirements for an low power television (LPTV) station are the same as for a full-power station, only in smaller numbers. The LPTV technical array consists of a transmitter; a transmitting antenna on either a transmitter tower or, because of the acceptable lower height, on the roof of a building. Paul R. Beck stresses the need for satellite receivers for LPTV stations. Nielsen measurements of LPTV station audiences follow the same procedure as for full power stations, with one exception: Nielsen determines ratings only of those LPTV stations that are affiliated with one of the national networks. Some LPTV stations, especially those in larger markets, have intensive promotion campaigns, akin to those of full-power stations. LPTV networks and group-owned systems do help promote their O-and-O and affiliated LPTV stations by promotional devices that a given individual station cannot afford by itself.
