ABSTRACT

In February 2009, the Assembly of the African Union Heads of State and Government adopted the Africa Mining Vision (AMV or “the Vision”) as the key continental framework to “transform the extractive sector away from its colonially-created enclave features” (UNECA 2011: 9) – in which the ownership of mines and operations was foreign, minerals were exported in raw form, and mining inputs were imported from abroad (UNECA 2011: 151) – and, through linkages, “integrate it more coherently and firmly into the continent’s economy and society.”
