ABSTRACT

This chapter describes application of the International Classification of Functioning, Disability and Health for Children and Youth (ICF-CY) as a common language for administrators and practitioners in education and related services and provides recommendations use to support educational participation and inclusion for all children. A universal standard framework and system, such as the ICF-CY, could contribute to the successful inclusion of all children in school and guide educational policy and practice by providing a common language and shared system to document the school experiences of children with SEN worldwide. The ICF-CY structure allows for documentation of children's participation in important daily life activities, such as school. It can be used to record environmental barriers and facilitators that influence the level and quality of student learning and engagement. Portugal was the first country to mandate the use of the ICF-CY in national special education policy.
