ABSTRACT

This chapter considers the importance of education and participation as a central platform for efforts to reform secure care and in supporting children in the community so that they do not need to be deprived of their liberty. The one form of custody experienced by children in the youth justice system is the secure children's homes (SCH). SCH provision tends to be reserved for the youngest children or those who are assessed as the most vulnerable. Systems approaches, which consider the totality of influences and pathways for children and families, hold out the best prospect of harnessing opportunities to promote positive outcomes for children who have had significant adverse experiences and face disadvantage. Service approaches provide the best opportunity to support troubled children and reduce the likelihood of entering or re-entering secure environments. A holistic service draws on multi-professional skills and knowledge basis, providing rich and diverse opportunities for children and young people with a variety of needs and experiences.
