Human rights is a third fundamental perspective for community development practice. In particular, we suggest that:

Human Rights potentially offers a foundation for community development practice

It provides a framework to discuss rights and responsibilities

A participative model of bottom-up human rights offers rich opportunities for us to shape practice that supports social change

As with values and social change, it is important to view and evaluate community development practice in terms of how it responds to, and promotes, the development of human rights at the individual and collective level.
