ABSTRACT

In communities where no set criteria or prescribed prosesses are pan of the public mechanism for assessing proposals, whether private or public, design review becomes an exercise in ad hocery. Such was the case in the development of a transit center for downtown Spokane, Washington. This case study describes the evolution of this center, the context for its development. and the ensuing review of the selected proposal while raising questions about the efficacy of appropriate design criteria and review processes and the .implications other forces play in the ultimate design of a large public project.
