In the meantime reports on the implementation on resolution 2139 showed a clear lack of cooperation and difficulties actually delivering the humanitarian aid.201 As a result of these difficulties, the Security Council passed resolution 2165,202 authorizing the crossing of conflict lines for aid delivery and the need to only notify the Syrian authorities about these crossings.203 Despite this resolution being solemnly about the delivery of humanitarian aid, Council members taking the floor after the unanimous vote, positioned the individual human beings in Syria either as innocent individual human beings in need of aid and protection or as terrorist.204 More recent resolutions on Syria have dealt with the growing problem of terrorist attacks by so-called Islamic State.205
