Responsibility to protect: sovereignty as responsibility

This article seeks to argue why applying the secondary responsibility of international community after the host state’s primary duty failure is difficult, and thus far this type of responsibility does not enjoy concrete sanction within the international legal system. Therefore, recourse to coercive measures as the most controversial aspect of responsibility to protect comes to the fore, how to apply and monitor its protective nature.
