ABSTRACT

Beijing City Master Plan for 1991-2010 specified Beijing as an international city, which would be “open in all aspects” and become a “modernized international city of the first rank” in the period from 2010 to 2050 (Gu & Cook, 2011, p. 103). This reaffirmed the need for economic prosperity and the opening up and modernization of China via links with more developed countries. The 1991 Plan sought to increase the GDP of Beijing from 50 billion yuan (US$5.7 billion) in 1991 to 310 billion yuan (US$35 billion) in 2010. The 1991 Plan also promoted the readjustment and distribution of secondary industries, gradually moving them out of the city proper to prevent and control industrial pollution. The plan explicitly emphasized the development of tertiary industries to raise the sector’s share in the GDP from 38.8% to 60%. A new CBD was planned and
