ABSTRACT

Planning for sustainable cities is not the sole prerogative of public planning bodies operating within the confines of a formalized local planning system. In the field of infrastructure planning an important role is played by local energy and waste management concepts, often designed in consultation with key partners, and – most recently – by LA21 initiatives, involving a much wider range of local stakeholders. As a contribution to a better understanding of new forms of local planning of infrastructure systems this chapter examines how LA21 is trying to reshape flow management in a sustainable direction. The chapter seeks to answer the following interrelated questions: what visions of sustainable flow management are LA21 initiatives currently pursuing and how are they pursuing these goals?
