ABSTRACT

Social movements have confronted neoliberalism on different issues and in different forums and at the national, regional, and global levels. Under the Lom Convention, the European Economic Community had granted non-reciprocal trade concessions and assured development aid to Europe's former colonies in Africa, the Caribbean, and the Pacific. Caribbean negotiators argued that by being the first of the ACP regions to negotiate a Full EPA, the Caribbean had secured valuable concessions from the EU. Non-tariff barriers to exports would continue to limit Caribbean penetration of EU markets; and access to EU services markets would be constrained by the stringent eligibility requirements for Caribbean service providers. Criticisms of the EPA were to develop into a campaign for its review and renegotiation supported by numerous civil society representatives, trade unions, academics, prominent citizen.
