ABSTRACT

Decision making concerning planning and building educational facilities was equally neat and unencumbered. For many communities, especially those that are urban and blighted, the planning for new school facilities is an opportunity to begin the renewal process. It is also an opportunity to develop a place from which many social services can be provided to otherwise short-changed neighborhoods. For large-scale school building and rehabilitation programs, the programming process is often greatly expanded in scope and conduct. EFL has published reports that show how schools are being used. Rather than repeating the process for each building project in a large district or jurisdiction, generalized programming information is developed with refinements added to meet the particular needs of each specific project. Programming has been successfully accomplished if the resulting facilities meet the functional needs and provide positive support for the people and processes they house.
