ABSTRACT
The material presented below is based on a synthesis of secondary literature which has
been accumulated during the course of a range of research projects3 over the last 15 years.
These research projects have examined different aspects of conflict and cooperation on
spatial policy and development in Flanders and the Netherlands. Time and again, the appli-
cation of historical, cultural and institutional perspectives was invaluable in explaining the
success and failure of cooperation.
