ABSTRACT
Howlett and Rayner (2006) define events as contrasting solutions for recurring problems.
The events that occur in different time periods are connected by social processes. Since
process sequencing does not require a linear trajectory, it allows for reversals. An alterna-
tive approach, path shaping, is used to explain institutional change. It accommodates both
structure and strategy by combining inherited constraints and strategic actions (Hausner
et al., 1995). The actors’ choices are constrained by the path-dependent context. But
given the range of possible choices, they choose strategically where to go within the
limits imposed by inherited constraints (Vincensini, 2001).
