ABSTRACT
The National Research University Higher School of Economics (NRU HSE, or simply HSE) was the first public university in Russia to introduce an ‘international quality’ tenure-track faculty recruiting program across the entire university. The need to internationalize research and teaching became apparent to HSE long before this issue was named as a priority by the Russian Ministry of Education and Science, which suggested this as a key element for the development strategy for Russian universities. Now that the importance of international recruiting is apparent at all levels-from the university to the ministry-HSE is streamlining its policies and procedures in an effort to make its efforts to internationalize both research and teaching even more effective.
