ABSTRACT

On 1 July, 1911 the German gunboat Panther arrived in Agadir, precipitating the second Moroccan crisis. The British Chancellor of the Exchequer, David Lloyd George, on 21 July warned Germany that Britain was not prepared to ignore threats to their interests. The speech was effective and became famous because Lloyd George was thought to be on ‘the left’ in the cabinet and not aggressively inclined in international affairs.
