ABSTRACT

Tackling climate change risks is one of the greatest development challenges nations face today. Climate change is already under way and it will increasingly aect all elements of life – access to water, food production, health, and the environment. ‘If left unchecked, climate change could cause signicant economic and ecological dislocations’ (IPCC 2007). Even if the global economy is fully decarbonized, some degree of global warming from past emissions is already locked in, posing a serious challenge to social and economic development in all countries. For example, climate change is expected to bring greater water stress and scarcity in dry regions, while more intense oods and inundations are to threaten urban areas already vulnerable to these events. Therefore, it is imperative that we, societies, adapt to the already changing climate.
