ABSTRACT

Since 3/11, Japanese policymakers have revised the country’s energy economy and related policies. These changes have been undertaken in the face of considerable geographical, geopolitical, material and other challenges. Japan’s performance in decarbonizing its energy economy is hardly adequate, especially in light of accelerating climate change. However, Japanese policymakers are building a paradigm that leads through adaptation, and thus reduces the capacity of vested interests, a NIMBY mentality and inertia to impede increased energy efficiency and the diffusion of clean energy.
