ABSTRACT

The suburbs have long been viewed as bastions of white privilege with racial and ethnic minorities systematically excluded. While the nation’s suburbs have become more diverse in recent years, they have also become the sites for resegregation rather than integration. Creating stable metropolitan regional integration is critical to realize the objectives of the Fair Housing Act. HUD’s new rule to affirmatively further fair housing (particularly because of its regional focus) is one of several planning tools that can be used to undercut current trends towards resegregation and create stable, integrated, and prosperous communities for all.
