ABSTRACT

High Occupancy/Toll (HOT) lanes allow vehicles that do not meet occupancy requirements to access High Occupancy Vehicle (HOV) facilities for a fee that may be fixed or dynamically set. Implementation of HOT lanes have increased use of previously under utilized capacity on HOV facilities. For the purposes, the chapter focuses on those individuals that participated in the SP study. These individuals have provided information on their experiences on their assigned trip including times of departures, expected time of arrival, and actual time of arrival which they had recorded into a worksheet pre-mailed to the respondents. This study examined differences in choice behaviour for individuals that have had different travel experiences in the past. Willingness to pay (WTP) estimates for subscribers, suggest a significantly higher willingness to pay among subscribers who were late in the afternoon peak as compared to all other groups. The analysis is based on the I-394 MnPASS HOT lane project recently implemented in the Twin Cities.
