ABSTRACT

This chapter reviews some systemic analyses of mobility problems that underly the calls for an integrated approach to sustainable mobility. It specifies these analyses by highlighting some specific examples from the traffic management 'subsystem'. The chapter discusses the 'integration debate' and the mirror 'view from differentiation'. Transition management (TM) is treated as an evolutionary approach to integration. It deliberately confronts the differentiation challenge, instructively drawing the attention to the phenomenon of 'pseudo-solutions'. In its attempts to reconcile integration ambitions with differentiated conditions, TM is not without tensions. Critical systems thinking help us come to grips with these tensions. It helps to disclose the various ways in which actors reduce complexity, thus opening up the space for reflection, discussion and deliberation. The chapter concludes that Critical systems thinking sensitize integration strategies at the risk of arriving at 'pseudo-solutions', thus harnessing integration strategies against societal complexity.
