ABSTRACT

The financing of the Thiene-Schio PPP transaction was the first to complete in Italy in the healthcare sector since the end of 2007. Afterwards, certain issues, such as a reduced pipeline, the financial crisis, cleared 2008 and 2009 from signing of new deals in healthcare project financing. It must be remembered that the framework law that rules PPPs in Italy is based on the concept of economic and financial equilibrium as measured in the business plan provided with the bid submission. The service fee for medical equipment will be paid only for the first eight years, because at the end of this period it is foreseen that they will be fully depreciated and transferred for free to the grantor. The Thiene-Schio project follows a rationalization programme set up by the Ulss no. 4 Alto Vicentino which will determine that the two existing outdated hospitals of Thiene and Schio will close down.
