ABSTRACT

In this context, the Institute of National Foreign Service (ISEN) was born and started taking its first uncertain steps. It was in this organization that career diplomats were trained so that they could take up positions as international representatives of the Argentine government abroad. The Institute of National Foreign Service (ISEN) is one of the few national public administration agencies with a promotion system and autonomous professional training appropriate to that career. Since its creation, ISEN has participated in the Public Administration professionalization processes already mentioned above. Due to the specific nature of the diplomatic career, it is worth delving into the process of the creation of this institution, its initial contents, and its interests. Attempts to organize operation of the diplomatic corps can be traced back to the 1860s. In those days there was no legislation to support the National Foreign Service, nor were the rights and obligations of diplomats clearly established.
