ABSTRACT

The committees are the vital instruments in the functioning of parliamentary political system to make both political and bureaucratic executives accountable to the law-making bodies in terms of policy making and implementation. India has 599 Zilla Parishads, 6,568 Panchayat Samitis and 2,41,042 Gram Panchayats for the purpose of local governance in rural areas where 68 per cent of the population is residing. Further, the implementation of plans and development programmes by the Panchayati Raj bodies at the three levels has necessitated the creation of the committee system. Sources of the constitution of committees: The State Panchayati Raj Act provides mandatory provisions and operational guidelines for constituting and functioning committees at all levels. In Maharashtra about 70 per cent of the elected public representatives were trained, but it was a general training, not standing committee specific training, and about 52.4 per cent of the elected public representatives were trained in Madhya Pradesh on Panchayati Raj system; it was not committee-specific training.
