ABSTRACT

This chapter focuses on the ideas of governance that underlie the constant vagueness that business discourses have maintained regarding the respective roles of states and business in climate governance, and how they relate to distinct views on democratic decision-making. One of the salient features of 21st Conference of the Parties to the Climate Convention (COP21) was the pervasive presence of corporate representatives and their business associations. One striking feature of the private sector mobilisation during COP21 was the plethora of business spaces, forums, and events inside and around the official negotiations. Inside the so-called UN Framework Convention on Climate Change (UNFCCC) blue zone, the main business focal point was the "business hub" set up by the World Business Council for Sustainable Development (WBCSD) and the International Emissions Trading Association (IETA). Produced in 2010, WBCSD Vision 2050 is probably the most comprehensive programmatic text on climate change coming from business associations to position themselves as global political actors.
