      ABSTRACT

      Rwanda, like other countries, has enacted and used laws to contend with genocide denial. In 2008 Rwanda enacted a law against genocide denial: Law No. 18/2008, the Law Relating to the Punishment of the Crime of Genocide Ideology. At the centre of the case were two female journalists employed by the Rwandan newspaper Umurabyo, namely Agnes Uwimana Nkusi and Saidat Mukakibibi. Countries like Rwanda have found that there is a need to enact laws against denial, the main purpose of which is to stem activity that would ultimately result in another genocide. The Constitution of Rwanda under Article 10 (1) provides that one of the country's fundamental principles is to prevent and punish the crime of genocide as well as its denial, revisionism, ideology in all their manifestations. There is no doubt that Rwanda strives to ensure that democratic principles are part and parcel of the nation.
