The book outlines the emerging issues within the Community Action environment and the characteristics and traits needed to lead these organizations as they address the complex issues of poverty in America. It includes profiles of Community Action leaders who were interviewed as part of this research study, as well as case stories, to further illuminate trends and the dynamics of leadership in Community Action. The book addresses the internal capacity which consists of human resources and performance and expresses that the agency has the right systems in place to effectively respond to the environment. The purpose of Community Action was and is to eliminate poverty by better focusing resources to enable low-income families to attain the skills, knowledge, and opportunities to become self-sufficient.
