ABSTRACT

This chapter deals with the major causes of brain drain and its prevalence in the Horn of Africa. It focuses on the conceptual discourse supported by research-based anecdotal facts, observational realities, and figures. Good healthcare provision has played a cardinal role in the developmental of industrialized countries. Healthcare systems in the Horn of Africa suffer from a chronic shortage of both human and material resources compounded by dilapidated facilities. Healthcare professionals are also prone to manipulation to collaborate in unethical activities and zero-sum games played by the political power holders through corruption and bad governance. In order to encourage new ideas that promote more innovation and continuous improvement, the chapter relies on a methodological approach and conceptual analysis called 'relianomics'. It focuses on appropriate brain retention strategies in line with the relianomics conceptual framework. The support of socioeconomic sectoral infrastructure is essential for a wellgoverned and sustainable healthcare system.
