ABSTRACT

This chapter looks at a project undertaken by the International Civil Aviation Organization (ICAO) to develop air services to peripheral and under-developed regions. The project has been in discussion for nearly three years but has not yet been actioned. We look at the process and benefits if this programme and examine closely the forerunning route development funds that have been widely adopted in Europe and elsewhere. The Essential Service and Tourism Development Route scheme (ESTDR) has not been adopted and it may be a matter of time before it is superseded by some other, perhaps less ambitious programmes.
