ABSTRACT
As airports change from public services provided by central government to privately owned or commercialised entities there is a growing need to protect against possible monopolistic behaviour. This raises the question as to whether airports are indeed monopolies and need economic regulation. If there is sufficient competition between airports then there should be little need for regulation.
