ABSTRACT

This chapter focuses on the Human Trafficking Assessment Tool (HTAT) methodology, legal basis, and goals, and to describe American Bar Association Rule of Law Initiative's (ABA ROLI) experience in implementing the HTAT in Mexico. ABA ROLI's anti-trafficking activities include raising public awareness, generating funds, and providing expertise for trainings, hosting conferences, and facilitating victim advocacy. The Trafficking Protocol calls on states' parties to legally define and criminalize trafficking, and to adopt measures to prevent its occurrence, protect trafficking victims, and prosecute traffickers. Trafficking occurs primarily for the purposes of sexual exploitation, temporary agricultural work, and domestic work. During the interview process, and following peer review, several significant legislative developments and resulting programmatic developments occurred. The primary means of data collection were freedom of information requests under the Federal Law on Access to Public Information, as well as questionnaires sent to NGOs that work with trafficking victims.
