ABSTRACT

This chapter explains the study of EU-India energy relations and it explains the shape and structure of the dialogue and its interactions. It combines both qualitative methods through extensive document analysis and semi-structured interviews conducted with important government, public, and private stakeholders and quantitative methods by analyzing the results of the structured survey conducted with some of the key players in the energy dialogue. The multi-level engagement involving different stakeholders demonstrates an endeavour to provide institutional arrangements for a vibrant and diverse dialogue, which the EU-India cooperation in energy hopes to cover. The lack of 'sufficient interdependence' and insufficient results-oriented activities and the same at the bilateral India-MS level come across as important issues. It is observed that energy companies, in particular, had an idea about the broad contours of the dialogues but did not have a full understanding of the actual mechanisms, content, or opportunities involved.
