ABSTRACT

This chapter explains the shape, scope, and structure of the energy dialogues between the EU and Brazil, India, China, and South Africa. It focuses on the EU only and is structured according to the identified factors and research questions that present empirical evidence from the survey, interviews, and documents. The European Commission has reacted to this perception and the obvious problematic lack of coordination within the external energy policy. The Commission has taken additional initiatives to enhance the exchange of information between Member States on external energy relations. The EU Green Paper A European Strategy for Sustainable, Competitive and Secure Energy identifies three objectives: security, competitiveness, and sustainability, which are seen as guidelines for proper behaviour in the energy sector. Current evaluations show that the EEAS' role and competencies in relation to other EU institutions and to the country partners need to be clarified.
