ABSTRACT
This chapter provides space for the facilitation offices to report on their activities. The facilitation offices serve as pragmatic tools towards consolidating the recently emerging paradigmatic shift. Facilitation offices were established to consolidate some crucial concerns regarding urban regeneration: the mahalle-based approach to regeneration, citizens' participation, highlighting social capital, raising awareness, and capacity building. Over 3,268 hectares of the city can be categorised as 'deteriorated areas', amounting to approximately 5 per cent of the whole city, and this has become one of the greatest contemporary problems for governmental organisations dealing with urban regeneration in Tehran, namely the Regeneration Organization of Tehran – (ROT). The Khub-Bakht neighbourhood was one of the six neighbourhoods of the mentioned area, for which an Urban Landscape Plan was prepared. In order to reform the wholeness of Ne'mat Abad, main roots of the identity of the neighbourhood should be identified and focused upon.
