ABSTRACT

There are very wide variations in both the levels and nature of over-indebtedness across Europe and also in the extent to which households have been affected by the economic crisis in 2007 and the subsequent economic downturn. For some countries, over-indebtedness was already an established problem even before the economic crisis; for others it was largely triggered by the downturn and the subsequent responses to it.
