ABSTRACT

The purpose of this study is to analyze a unique process of planning and constructing a completely new urban neighborhood in the Norwegian capital region. In particular, the aim is to show how an outright territorial approach in this respect challenged the modernist principle of functional organization of governance and public service provisions. As very few planning efforts today have the privilege of starting from scratch, the learning potentials from this process may at first sight seem modest. However, the motivations of the planners and, most significantly, the challenges they encountered in the phase of implementation make this case relevant to the discussion on how to develop sustainable urban neighborhoods.
