ABSTRACT

The European Union as an emerging political entity has also been increasingly involved in crafting external cultural policies of its own as a means of generating and maintaining attractiveness of the EU and/or of Europe. Coordination towards common external cultural policies of EU has served as an element in the identity formation of the EU in relation to variously defined Others. In 1952 Kroeber and Kluckhohn compiled 162 definitions of culture even though their research was limited to the field of anthropology. An institutional logic can be characterized as a set of material practices and symbolic constructions' which organizes particular institutionalized spheres of society. The etymological meaning of term cultural originating from medieval Italian has been related to the process of cultivation initially of soil and animals and later of good manners and civilized behaviour'. An alternative logic the logic of cultural particularism was in the IR literature promoted by one of the prominent proponents of realist school Hans Morgenthau.
