ABSTRACT

This chapter describes the Integrated Housing Development Programme, implemented since 2005 in Addis Ababa with the objectives of drastically increasing the supply of housing, creating employment, promoting the development of micro and small enterprises, regenerating inner city slum areas, and promoting homeownership for low-income households. It suggests that the Integrated Housing Development Programme has been effectively implemented and has proved to be a valuable tool for affordable housing delivery at a large scale, also highlights some of the key challenges that it has faced. The chapter analyses the structure and recent dynamics of Addis Ababa across a number of dimensions or 'capitals' for sustainable competitiveness. It outlines the city's broad vision and strategy and constitutes the core of the chapter and analyses the Integrated Housing Development Programme implemented in Addis Ababa, focusing on its content, implementation process and results.
