ABSTRACT

This chapter focuses on discussion of previous research describing the politics of Electoral College reform in Congress. It also focuses on Studies on the Politics of Electoral College Reform in Congress from 1950 to 1979. Neal Peirce wrote one of the most comprehensive works on the politics of Electoral College reform in his 1968 book, The People's President, and he later revised the book with political scientist Lawrence Longley. Peirce argues that attempts at reforming the Electoral College have failed in part due to the extreme difficulty of amending the Constitution and the politics. The chapter deals with the 1969 House Action. The probable high point of this three-decade push for reform in Congress that started after the 1948 election was the 1969 House vote. In the 1968 election between Republican Richard Nixon and Democrat Hubert Humphrey, segregationist candidate George Wallace captured forty-six electoral votes, pursuing a strategy to deny Nixon or Humphrey a majority in the Electoral College.
