ABSTRACT

We have agreed to use the term Information Technologies (IT) or Information and Communication Technologies (ICT) to describe the set of modern technological solutions used in the processing and the transmission of information, principally computer science, the Internet and telecommunications. ICT are at the origin of a 'third industrial revolution'. The socio-economic upheavals that are accompanying them are comparable to those that came about during the two previous revolutions: the appearance of the motor and the industrial era, and then that of electricity and fossil fuels. The development of satellites, computer technologies and then the Internet has played a huge driving role in the transmission of information without borders and is a factor in globalization. Artificial intelligence is now combining with new IT capable of self-learning to create man-machine interfaces and simplify the use of objects. Equipment designed for projection, network war and surveillance, as well as for airstrikes and projectable commands are the most favoured by this context.
