ABSTRACT

This chapter focuses on the idea that the language of planning is full of fuzzy notions, concepts, doctrines, goals and visions. Fuzziness in planning is the main theme throughout the book. The planning community has just recently embraced communicative approaches, to allow inter-subjective interaction and consensus to develop. The book contains the method for coping with fuzziness and fluidity in planning, focussing on the role, behaviour, motivation and perception of the actors involved in a particular policy arena. Groundwater protection is of particular importance in the County of Viborg, where nitrates easily penetrate the permeable sandy soils. The environmental planners at Viborg, with strong political support for the principles of 'sustainable development', have taken the initiative to develop a geographic information system, as a means of stimulating public and political debate.
