ABSTRACT

This chapter considers the gateway and corridor initiatives in Canada as a policy process characterized by the goal to integrate the interests of a vast array of stakeholders. It also considers the gateway and corridor initiatives as one element of the overall public framework for the Canadian maritime sector. Policies and the processes created, implemented or updated represent a vast research topic. The chapter involves issues of coordination in transportation planning and a consideration of the role of stakeholder's interactions. In order to speak for the private sector, stakeholders of the freight industry active within the St. Lawrence Great Lakes basin formed the Council of the St. Lawrence Great Lakes Trade Corridor. The IBI study relays the view of a narrower group of stakeholders than the gateway project defined by federal and provincial's authorities over the same geographic space. Wide encompassing policy initiatives within the St. Lawrence Great Lakes system are complex and challenging to manage.
