ABSTRACT

I want to address a few themes that were developed recently. I see certain UN conventions created by state elites as being part of the problem. The defi nition of terrorism in some of the conventions is part of the problem. For example, if acts of war are excluded, it is not that state actors who engage in terrorism during an armed confl ict are not going to be subject to the laws of war, but what are the state elites telling us? They are telling us that what they do should not be called terrorism. Why not? Why should it not be called terrorism if it is terrorism? That raises the problem of course as to what is ‘terrorism’.
