ABSTRACT

God is referred to in more than one hundred of the world's constitutions. In some constitutions, those who have the authority to enact a constitutional text consider that in doing so they have a responsibility to God. God is referred to in more than one hundred of the world's constitutions. The concept of religion is employed profusely by the authors of constitutions. There is only one constitution for which religion is an irrelevant phenomenon: the Czech Constitution. It is reasonable to assume that the ban on religious men entering the Parliament of Azerbaijan also refers to ministers of worship. The prohibition against 'ministers of worship' holding public office is a reaction against the intense political presence of ecclesiastical hierarchies during colonial times. Proclamations of values or principles in religious matters serve one basic function: to provide constitutional support to legal solutions proposed by the ordinary legislator or by the courts.
