ABSTRACT

The main element of the transport policies was to be common tariff policy. Although long-lasting and intensive political negotiations were conducted in both cases, both the government of the German Reich and the European Economic Community (EEC) Commission had to concede, in 1879 and 1972 respectively, that they had failed in respect to these ambitions. A simple basic model will be applied, which divides the political decision-making process into an initiative phase, a negotiation phase and a decision-making phase. The initiative phasebegins with the initial idea and ends when the negotiation of concrete proposals begins. The negotiation phase begins with the official proposal submission and ends when the proposal is put to a final vote. The decision-making phase begins with the start of the voting session and ends when a final decision is made. The regulatory process in the German Reich can be characterised as a dual process.
