ABSTRACT

This chapter is a case study on public sector management consulting in Sub-Saharan Africa (SSA). It illustrates the variety of public sector management consulting assignments in demand in both relatively stable and post-conflict SSA countries. In SSA, the demand for management consulting services is unique as management skills are in short supply and governments continually strive to develop their countries through the pursuit of constant change. In the more politically stable countries, public sector management issues in the main revolve around poor governance. The public sectors of Sub-Saharan Africa (SSA) have a unique demand for management consulting services for two main reasons. First, comparatively, there is a dearth of management skills in the region’s public sector organisations. Second, given its current state of underdevelopment, the pursuit of change is constant in the public sector. Most SSA countries falling within this relatively stable category are still developing and classified as low or lower-middle income.
