ABSTRACT

This chapter discusses four major projects focused on measuring legacy: three for the International Olympic Committee (IOC) and one for the London Organising Committee of the Olympic and Paralympic Games (LOCOG). These projects sought to establish whether there will be enduring regeneration and sporting legacies arising from the 2012 Games. The chapter describes the growing imperative to measure legacy in the face of burgeoning mega-event costs and what we mean by measure. It also considers the implications of mega-event induced complexity and legacy time horizons for measuring net impacts. The chapter analyses some of the studies that have taken place in relation to London 2012 that have tried to measure legacy both in an absolute sense and in comparison to other Games cities. Legacy Trust UK is sponsored by the Department for Culture, Media and Sport, the lead government department for ensuring that the London 2012 Games are successful and that legacy aspirations are achieved.
