ABSTRACT

The ski areas propose the improvements or expansions through the development of long-range plans. The revised Management Plan's strategic goal for summer and winter use of the ski areas is to implement a strategy which 'supports the long-term viability of the ski-hills, while keeping the impact on ecological integrity to a minimum'. The CRELA feared that the intensive development proposed by Intrawest would adversely affect the ecological balance of the Park, citing in this regard the federal government's concern about increased commercial development in and around Banff National Park, which it described as being in a state of 'ecological crisis'. Legislation New ski trail development in the Park is subject to a number of laws and regulations, the most obvious of which is the Parks Act. The review of the various on-mountain activities and the law that governs them or does not govern them, illustrates the intricate array of public laws, public-private contractual arrangements, and the voluntary codes.
