Currently integrated approaches to water management, reallocation of water resources between sectors and multi-stakeholder platforms are common frameworks in the hegemonic discourse of the international water community. The paper argues that none of these paradigms have manifested themselves in Uzbekistan. On the contrary, reallocation of water from the agricultural to the urban sector to meet rising demands does not take place, and water scheduling in the tertiary cities in Uzbekistan is common practice.
