ABSTRACT
Third, there is a possibility of mainland China and Taiwan pursuing substantive cooperation in the South China Sea, which in turn could prompt cooperation at a much larger multilateral sphere.
The following sections of the paper are organized along these lines. I conclude that in all these scenarios, China’s role would be central. And it would be in China’s as well all other regional claimant parties’ interests to urgently take concrete steps to achieve substantive cooperation in the South China Sea.
